Gaining 3 Settlers is expensive and the sooner it is done the better the chances of getting that cropper! And a rapid growth in production and population.
The Settler Push is aimed to help members who have aresidence level 10 AND enough culture points to settle a new village within 24 hours!
Each member of the Settler Push has to send 1 hours total production to the first member ready for the push. Now this may seem to burden the smaller members but this is not the case for the following reasons
The smaller members have lower production so their costs are lower.
They gain more when its their turn as most of the bigger players will already have 2 villages and far greater production when its their turn to receive the push.
